The Journal of Computer Engineering (JCE) is a fully open access journal. To cover the costs of peer review coordination, editorial management, copyediting, typesetting, DOI registration, and permanent digital archiving, a one-time Article Processing Charge (APC) is levied upon acceptance. No fees are charged at submission. Authors only pay after their manuscript has been accepted following peer review.

APC invoices are issued only after formal acceptance of the manuscript. Payment must be completed within 14 days of invoice date to proceed to production. The following payment methods are accepted:

Refund requests must be submitted in writing to apc@journalofcomputerengineering.com within 30 days of payment. Refunds are processed within 10–14 business days via the original payment method. Transaction fees charged by PayPal, Payoneer, or Razorpay are non-refundable.
- No submission fees — authors pay nothing unless their manuscript is accepted
- No hidden charges — the APC listed is the total fee; no page charges, colour charges, or supplementary fees unless extra pages are used
- APC does not influence peer review — payment is requested only after acceptance; editors and reviewers are unaware of waiver/payment status
- No double-dipping — JCE is fully open access; no subscription revenue is collected alongside APCs
- JCE follows COPE guidelines for all publication ethics including APC transparency
